The contents of this page (beginning from the first horizontal separator bar) gets displayed as personal tool bar at the top of the screen.

The tool bar for unauthenticated users can be edited separately.
The tool bar for all authenticated users can be edited separately.
To revert to using the global tool bar after having set up a personal one, it is sufficient to delete the contents of your personal tool bar page; you don't have to delete the personal tool bar page itself (so its history can be preserved).
