Does Hotmail do SPF?

No, they do SenderID. See SPF vs Sender ID for information on the differences. We can help you publish SPF records, which Hotmail will use, but we can not help with Hotmail specific problems. You will need to contact them for that. The contact address for SenderID issues is senderid@microsoft.com.
