#2: A vote requires a proposal and a second and is identified by UTC time when proposal motion is made
No vote without a proposal and a second. A procedure is as follows:
- someone says "Motion: <text>"
- someone else says "<utc-motion-time>: seconded" (or equivalent)
- votes are cast as "<utc-motion-time>: (yes|no|abstain|...)"
